California's public-sector workforce — UC, K-12 schools, county, state — operates under union contracts that bake in specific dollar raises and percentage increases on a multi-year schedule. Knowing the raises in your contract (and the next negotiation cycle) matters for anyone planning a major purchase, deciding when to retire, or modeling household income for FAFSA or mortgage applications.
This tracker covers the major contracts active in 2025-2026: the CNA-UC RN Contract (2023-2026), CNA-Kaiser NorCal (2024-2027), SEIU-UPTE Clinical (2022-2026), AFSCME 3299 UC Service Workers (2024-2028), plus 30+ smaller contracts (CSU-CFA faculty, ASCD community college, LA County DHS, county-by-county union contracts, etc.).
Each contract entry shows: raise schedule by year (e.g. CNA-UC: 4.5% July 2023, 4% July 2024, 3.5% July 2025), special equity adjustments for specific job codes, step-progression rules, and the source PDF link. This is the source-of-truth view that even union members often don't have — most members hear about a 'contract win' in a single email and never see the year-by-year detail.
Step 1 — Pick your union. CNA (California Nurses Association), SEIU-UPTE (Service Employees / University Professional Technical Employees), AFSCME 3299 (UC service workers), CFA (CSU faculty), etc. Each has multiple sub-contracts for different employer groups.
Step 2 — Pick your employer. CNA covers UC Health, Kaiser NorCal, Kaiser SoCal, Sutter Health, and dozens of others, each on a separate contract. Your raise schedule depends on the specific employer contract.
Step 3 — Read the raise schedule. Each contract shows year-by-year base wage increases, plus equity adjustments (off-cycle bumps for specific job codes), plus step-progression rules (typically 1 step per year if you stay).

Open the tracker →The CNA-UC RN Contract (effective 7/1/2023 through 6/30/2026) includes: 4.5% across-the-board (ATB) increase 7/1/2023, 4% ATB 7/1/2024, 3.5% ATB 7/1/2025. Plus a $5,000 ratification bonus, equity adjustments for night-shift differentials, and step progression for eligible RNs (1 step per year). The next contract negotiation begins early 2026.
The contract PDF is the source of truth. UC contracts are posted at ucnet.universityofcalifornia.edu. Kaiser-CNA contracts are at nationalnursesunited.org. AFSCME 3299 contracts at afscme3299.org. SEIU contracts at uupte.org. The contract is usually 300-500 pages but the wage scales are in the appendix — search for 'Wage Increases' or 'Salary Scales'.
Across-the-board (ATB) increase: every covered employee gets the same percentage bump on the same date. Step increase: you move up one step on the salary scale (typically each anniversary date), which is a 2-4% bump that's separate from ATB. Most contracts give BOTH — so a UC RN with an anniversary in October might see a 4% ATB on July 1 AND a step increase in October, for an effective 8% bump that year.
An off-cycle, targeted increase for a specific job code or group within a contract. Often used to retain hard-to-fill roles. Example: the CNA-UC 2023 contract included a one-time equity adjustment for night-shift differentials (raised from $4.25/hr to $5.50/hr) on top of ATB. Equity adjustments don't repeat — they're a permanent baseline bump, not a percentage that compounds.
